Regulation (EU) 2023/1115 · Annex II ·Applies from 30 December 2026

The EUDR due diligence statement

Article 4(2) forbids placing a relevant product on the market or exporting it without first submitting a due diligence statement. The date has moved twice — Regulation (EU) 2024/3234 and then Regulation (EU) 2025/2650 — and now stands at 30 December 2026, or 30 June 2027 for operators who are natural persons or micro or small undertakings established as such by 31 December 2024, except for products covered by the Annex to Regulation (EU) No 995/2010. This free tool drafts the content Annex II requires, and the Annex III simplified declaration that 2025/2650 created for micro and small primary operators. It does not file anything.

This drafts content and gives you a record to keep — Article 4(3) requires operators to keep due diligence statements for five years. It does not file anything: Article 4(2) requires the statement to be made available to competent authorities through the information system established under Article 33, and Article 33(2) says that system issues the reference number for a statement and the declaration identifier for a simplified declaration. Neither can be produced here. Article 4(7) then requires you to pass that number to downstream operators and traders. The tool also does not decide whether risk is negligible — the sentence you sign asserts exactly that, and it is yours to assert. Informational only, not legal advice.
