When does the PPWR Declaration of Conformity become required?

Regulation (EU) 2025/40 applies from 12 August 2026. From that date, producers must draw up a Declaration of Conformity, structured per Annex VIII, confirming that packaging placed on the EU market meets the regulation's applicable requirements, and keep it with the technical documentation.

Who has to draw up the packaging DoC?

The producer of the packaging bears the obligation and issues the declaration under its sole responsibility. Importers and distributors must verify that the declaration exists before making packaging available on the market.

Who has to draw up this declaration, and when?

The producer of the packaging, from 12 August 2026, when Regulation (EU) 2025/40 applies. The declaration is issued under the producer's sole responsibility, confirms conformity with the regulation's applicable requirements, and must be kept available with the technical documentation. Importers and distributors are required to verify that it exists before making packaging available on the EU market — which is why suppliers are already being asked for it ahead of the date.

What does the declaration have to contain?

Annex VIII sets the model: a declaration number, the producer's name and address, identification of the packaging the declaration covers, the statement of conformity with the regulation, references to any standards or technical specifications used to demonstrate conformity, and the place, date and signature. This generator mirrors that structure. Point 5 carries the model's own sentence and asks you to list the other Union acts the packaging conforms to — it is not a place to restate the PPWR itself.

Does generating the document make my packaging compliant?

No. The declaration is a formal attestation of an assessment you have already made. The substantive requirements — on substances of concern, recyclability, recycled content and packaging minimisation — sit in the regulation itself, and signing a declaration for packaging that does not meet them is the producer's liability. The tool removes the formatting work, not the assessment.
