A consumer request starts a 45-day clock

Article 33 of REACH obliges any supplier of an article containing a Candidate List substance above 0,1 % weight by weight to give sufficient information to allow safe use of the article — as a minimum, the name of that substance. To a recipient it goes automatically. To a consumer it goes on request, free of charge, and within 45 days of receipt of the request. Article 3(33) defines the supplier of an article to include distributors, so a retailer is one. This free tool drafts either version and works out the date the reply is due. It does not tell you whether your substance is on the Candidate List, and it does not decide whether you are above the threshold.

Which duty

The Candidate List is maintained by ECHA and changes roughly twice a year. This page does not carry a copy of it and cannot tell you whether your substance is on it — that would be a claim it could not keep. Check the current list at ECHA, then enter the substance below.

This drafts a reply. It does not decide whether your article is above 0,1 % weight by weight, because that is a fact about your article and its composition. It does not decide whether a substance is on the Candidate List. And it does not decide what counts as sufficient information to allow safe use — Article 33 fixes only the minimum, the name of the substance.
